Silent march for Late officer Chatung, demands thorough investigation

ITANAGAR, Oct 18: Hundreds joined the silent candle march organized by Tanw Supun Dukun(TSD), an Apatani Apex Council on Tuesday evening seeking justice for Arunachal Pradesh Police Officer Hano Chatung who was found dead mysteriously inside his car with bullet injuries on his head on September 14.
The march started from Indira Gandhi Park and culminated at Itanagar Dree Ground in Nyokum Lapang.
Expressing solidarity with the deceased family and the Tanw Supun Dukun, representatives from Arunachal Pradesh State Commission for Women, Nyishi Elite Society (NES), Adi Baane Kebang (ABK),Galo Welfare Society, Sajolang Elite Society(SES), Mishmi Welfare Society(MWS), Tangsa Cultural and Literary Development(TCLD) took part in it.
The members from All Arunachal Youth Association, Ramle Banggo Welfare Society and its students wing, Green Foundation Arunachal, volunteers from Indian Trade Union Congress and National Students Union of India and Papum Pare District Students Union (APPDSU) and Lower Subansiri District Students Union(LSDSU) also joined the candle march.
The organisations demanded thorough inquiry into the entire episode leading to the death of late officer.
The family and organisations blamed the police authority for his death claiming that department's apathy drove late SI into depression and mental agony after his name was falsely mentioned in FIR by Assam Police alleging his involvement in Tarraso incident. It has further demanded an inquiry committee to be headed by an officer not less than the rank of Additional Deputy Commissioner to unearth the truth.
Addressing the gathering, Bamin Hinda, the father of the officer said "if the state government and higher authority of police department had provided legal protection, my son would have been alive today". "Though Chief Minister Pema Khandu and Home Minister Kumar Waii had assured to provide all possible help, my son will not come back," he added emotionally.
Meanwhile, the members of TSD called on Chief Minister Pema Khandu on Monday requesting him to take up the matter seriously. It is said that Chief Minister had convened a meeting involving Home Minister Kumar Waii, Chief Secretary Sakhuntala D Gamlin and DGP S. Nithyananda directing them to take up the issue with right earnest.
Earlier, on Tuesday Home Minister Kumar Waii assured the family members and the representatives from Tanw Sukun Dukun that one of the family members of late SI Chatung would be given job under compassionate ground soon after the investigation is completed.
New discoveries at Itafort
ITANAGAR, Oct 18: An undiscovered base wall and bricks of two different sizes were unearthed at Itafort during renovation and maintenance works recently.
The bricks of size 22 cm X 8.5 cm X 5.5 cm and other of 15.2cm X 13.5cm X 6.5cm were discovered which were not traced earlier, informed a release from Director of Research.
Thrilled by the new discovery Director of Research Batem Pertin emphasized on renovation of the newly discovered base wall with archaeological parameter scientifically for its preservation.
Itafort, the built heritage monument managed by Directorate of Research is the prime tourist attraction of the Capital City, Itanagar. The name Itanagar was derived after the historical site Itafort.
Considering its immense historical importance renovation and conservation activities has been undertaken at Itafort, Western Gate since September 19 to mitigate various problems crept in monuments such as loosening of built heritage structure, splitting away of brick wall, retaining moisture, weakening the foundation wall and growth of moss by a team consisting of Assistant Director of Research (Archaeology) Pura Koji, Tadu Ringku, Draughtsman and led by Tao Takar, Deputy Director of Research (History) monitored by Director of Research Pertin.
After completing the month-long renovation activities, trees were planted for beautification of the heritage sites.
During the structural conservation activities debris clearance, clearance of jungles and bushes along ramparts and base wall, modified sketch of original built monument, structural conservation of bricks with mud morter and lime surki as per archaeological parameter, augmentation of antique values were made.
In this course of action new rampart at Southern direction 20.80 meter and overall rampart measuring 68.10 meter has been renovated.
Renovation activities is also going on in Southern Gate by a team of Archaeologists led by Bulton Dutta, Deputy Director of Research (Archaeology) which is yet to be completed.
Fallen officers and unanswered questions

Within a span of a month, Arunachal Pradesh Police lost two young promising officers under tragic circumstances.
DSP Bomto Kamdak was killed while on the line of duty sending shock waves across the state. Barely a month later, Hano Chatung was found dead, in his police uniform while on his way to work.
Both of them were young, full of promises and dreams for a safer state. They were sons, brothers, friends, husbands and young fathers. All tragically cut short.
While the families mourn, those on social networking sites have not been mindful of the pain the families were going through by posting pictures that were clearly intrusive and hurtful. Many perhaps have done it in good intent but one wish that a line was drawn. No one seemed to care about the pain the family members, friends and colleagues were going through as one disturbing picture after the other was posted. In both the cases, families had appealed that pictures be not uploaded. Privacies of families were not protected at all even after the appeals. But in this race of instant likes and comments on social networking sites, it is perhaps hopeless to even expect users will be mindful.
While the experts on social networking sites drew their own conclusions, the state government clearly still has no clue what has to be done for the fallen heroes.
Officer Kamdak was awarded the Arunachal Ratna. Monetary help and a job were promised for the wife of the martyr. One wonders whether these promises have been fulfilled or it is still caught in bureaucratic hassles. Even after passage of two months, there is no clue yet, forget about arrest of Tagyung Yangfo, the man accused of killing the officer. More than anything, the family will want a closure to the case but when the government and the department itself has failed to trace the killer of one of its own officers, the message is not only demoralising to the police force, other employees but common citizens like you and I.
Hano Chatung's heartbroken father is still waiting for an acknowledgment from the police department. He has asked some very difficult questions in a state where it takes a lot of courage to seek answers. The home department finally woke up only after a silent march was scheduled on Tuesday. After weeks of wait, the family was forced to go to press with the details of pressure that officer had and was going through. These details are explosive and call for a high level enquiry. Officers in the home department will have to pay a price for their inaction when the officer was clearly calling for help and suggestion. Instead of help, it appears that department was trying to indict him in a super sensitive case involving the states of Assam and Arunachal. Family can never be compensated for their tragedy but one wishes that govt make the pain lesser and respond to the questions left behind by the officer through his applications for help from his own department.
The least the state can do is reassure, if not concrete answers. Unfortunately, even reassurances are not forthcoming.
Functioning of schools comes under scanner of DA
AALO, Oct 18: West Siang District Administration has taken serious note of the functioning of many schools in West Siang with poor attendance and academic performance.
The West Siang Deputy Commissioner along with the DDSE recently inspected various schools in the district and found few schools locked and some with poor attendance. However, few schools like Bagra, Kombo, and PI Colony were found working nicely.
The DC, who held a series of meeting separately with HGBs, DDSE, Principals and various executing agencies on issues relating to facilities of educational institutions at his office chamber on Tuesday, called upon teachers to improve work culture as future of the student lies on the hands of the teachers.
The past percentage of many schools is gradually falling and we cannot and should not remain silent spectators to anything concerning the education of the district, the DC said.
"We should keep it in mind that those children, who are perusing education in government schools, are from poor economic back ground and needy sections of the society. It is our obligation to look after them by imparting quality education, he said.
Hearing patiently to the problems of the schools, like lack of electricity supply, water connection and on the need of maintenance and development of infrastructure, the DC asked the Power, PHED and PWD departments to do whatever is possible from their side to address the problem.
The DC said that GBs are direct representatives of District Administration and they should also take keen interest in the functioning of schools in the villages.
Participating in the discussion, former minister Doi Ado said that the school authorities should act tough to streamline the system under the guidance of the district administration.
The Deputy Director of School Education Tumto Lollen also insisted on circulation of calendar of events of the schools and asked all Headmasters to forward all forms of leave applications to DDSE to keep in touch with the movement of teachers.
The HGBs who attended the meeting also decided to conduct meetings with teachers and schools management committees for proper functioning of schools. DIPRO
Decennial celebration of RTI Act by APIC
ITANAGAR, Sep 18: Arunachal Pradesh Information Commission (APIC) will celebrate the 10th years of implementation of Right to Information Act enacted in 2005 by honouring the best RTI activists on October 19 at state Banquet Hall.
Central Chief Information Commissioner of India (CIC) RK Mathur, Chief Secretary of the State, Chief Information Commissioners and information Commissioners of North East States will attend the celebration.
Renowned RTI activists, representatives of various NGOs would also attend it.
Discussions will be held on Right to Information Act 2005 with reference to the functioning of Arunachal Pradesh Information Commission, exemption from disclosure of Information under section 8 of the RTI Act, 2005 with reference to some landmark judgements of various High Courts and Supreme Court of India during the technical session.
Discussions on various sections of the RTI Act, 2005, including section 11, 4 and shortcomings of RTI Act, 2005 and mechanism to improve implementation of the Act effectively, implementation of section 20(2) of the RTI Act, 2005 (Disciplinary Action as per Service Rules) by the State Governments will also be held.
Tainted ex-DRC joining duty

ITANAGAR, Oct 18: The tainted ex-DRC Kolkata Subhasish Sengupta accused of sexually assaulting a senior staff member of Arunachal Bhawan on May 29 is joining back his duty on October 19 next. Few days after the sexual assault, another case of misconduct was lodged against the official. Basing on these two cases, the official was placed under suspension on August 22 last after the two member enquiry committee submitted its report.
As per rule, suspension of an APPS official has to be reviewed in a span of three months from the suspension date, however in this case the suspension was revoked in just one month's time.
Apart from the case lodged with the state government, another case against the accused is filed with Bidhan Nagar Court of which the next hearing is fixed on November 4 next.
CoSAAP announces agitation
ITANAGAR, Oct 18: The state Government employees under the banner of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has decided to go on pen/tools down agitation on Oct 20-21 demanding implementation of Central Pay Commission recommendations.
Increase in retirement age to 60 years, grant of Transport, Children's Education Allowances, All India LTC Rules, withdrawal of NOC system in the matters of promotion and Retirement, which was enforced from 2014, immediate implementation of 7th Central Pay Commission w.e.f. 01-01-2016 and payment of Adhoc Bonus to non-gazatted employees due from 2005-06 are the demands of the Association.
It said that instead of responding to the demands, the govt was trying to buy time by constituting one more committee forcing CoSAAP to go ahead with second phase of agitation. The first phase was called off after assurance from the govt in the first week of Oct.
Positive behavior will help develop state's health status: NHM Director
NAHARLAGUN, Oct 18: Mission Director (NHM), PN Thungon has said that a sustainable positive behavior in individuals and community can help develop health status. He said this while addressing a two-day long state-level residential workshop for DRCHO, DPM, DCM, MEIO and DEE of various districts, here on Tuesday. It was conducted with the aim to develop social behavior change communication strategy to increase demand of routine immunization.
Thungon advised participants to learn as much as possible from the training and utilize their knowledge in their respective districts by developing effective strategies to improve immunization coverage and reduce infant mortality rate in the state. He further asked the participant districts to indentify the core problem of their districts and seek solution in the workshop.
Nodal officer (NHM), Dr. D Padung also stressed the need to develop effective strategies keeping in view of local need and adopt right intervention to give momentum to routine immunization and reduce left-out cases in the state.
UNICEF consultant, Vijay Dung Dung informed that behavior change intervention and communication refers to an interactive and communication approach to develop, promote and sustain positive behavior in individuals and community. The approaches used are aimed at influencing behavior and communities through targeted psychological positioning of information accompanied by activities such as building skills marketing and advocacy social and culture change to promote the adoption and reinforcement of desired behavior.
Nodal Officer (Training), Dr. T Taku and UNICEF consultant, Dr. Pravin Kumar also spoke on the occasion.

Kena in Tawang, assures health facilities
TAWANG, Oct 18: Minister for Health & Family Welfare, Jomde Kena visited District Hospital, Tawang to take stock of the health care facilities available. Addressing the officials, he said that Health Sector is of utmost priority and that the Govt. is fully committed towards improving it. He assured that all the problems highlighted before him during the visit would be seriously looked into and further sought cooperation in achieving the desired results.
He also inspected the construction site of the upcoming 101 bedded Indoor Patient Ward and directed the concerned executing agency and the DMO to ensure quality and timely completion. While reiterating on the emergency nature of service of health care providers including the doctors, nurses and all other staffs which is directly linked towards saving human lives, he requested for utmost dedication from each one. Further, impressed with the cleanliness maintained in and around the premises, he opined that the hospital deserves recognition such as Kayakalp Award, a Govt. of India initiative to promote cleanliness and hygiene and to recognise the public healthcare facilities that show exemplary performance in adhering to standard protocol of cleanliness and infection control. The minister also enquired about the performance of Khandro Dawa Sangmo Nursing School and the healthcare facilities outside the District headquarter.
Various problem related to the hospital including the scarcity of emergency doctors, specialists, staff quarters, problem in evacuating the emergency patients etc were put forth before the minister by the DMO Wangdi Lama. DMO also apprised the minister of the construction of DMO office building which was started in the year 2008 but came to a standstill after achieving almost 30% work owing to paucity of funds. Further, he also highlighted the inability of the department to run the installed incinerator due to non receipt of funds for procuring fuel, thereby acting as a hindrance in proper waste disposal.

NES for pragmatic policy on encroachment
ITANAGAR, Oct 18: Stating that the 'No Objection Certificate' (NOC) system for pension and promotion of government employees with regards to govt quarter and land is a gross injustice to them, the Nyishi Elite Society has called on the state government for formulating a pragmatic policy on the public premises encroachment.
In a memorandum to the Chief Minister, NES stated that the land encroachment problem in the state capital has been a nagging issue, primarily, due to lack of proper policy decision of the successive governments, untimely and non-uniformity in intervention of the law enforcing authorities.
The non implementation of the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupant Acts 2003 in its true spirit on time is the major contributing factor, thereby, many have been victimized, it added.
Further stating that promotion and pension is the hard earned right and privileges of govt. employees and such cases must be considered and cleared on time, NES stated some of senior officers and officials who are already due for promotions and attained superannuation are being denied promotion and clearance of pension cases on the pretext of government land encroachment. Therefore, a comprehensive, pragmatic and firm policy decision of the government on public premises encroachment is the need of the hour so that the government land is protected for the greater interest of the state as well as to ensure that the govt. employees are also not deprived of their rights and privileges, added the NES memo.
Indian delegation to attend prog on human trafficking in UK
ITANAGAR, Oct 18: A 13-member high level Indian delegation comprising law enforcement officials, lawyers and media persons will attend a capacity building programme on human trafficking in North-East India to be held in UK from October 23 to 29.
The British High Commission-supported programme is being organised by Impulse NGO Network working to combat human trafficking in North East India, Bangladesh, Myanmar and Nepal.
The programme aims at building capacity of the officials and facilitating transfer of knowledge and skills to help develop appropriate strategies in addressing the problem of human trafficking.
The delegates will meet a cross section of government agencies, NGOs, experts and an IT agency to understand support systems at legislative level, fair trade practices and help build capacity on the ground.
Advocate Sunil Mow from Arunachal Pradesh is among the delegation attending the programme.

TAWANG, Oct 18: 'A nation cannot be integrated with a gun but with love', said National Youth Project (NYP) founder and director, Dr. SN Subbarao while addressing the delegates on the penultimate day of the week-long National Integration Youth Camp (NIYC) in Lumla here on Tuesday.
Dr. Subbarao urged the participants to carry home the four messages of non-violence, employment generation, fight against drugs and uprooting corruption and asked them to become strong, physically, mentally and spiritually.
Minister for Health and Family Welfare, Jomde Kena in his address said that such camps develop confidence, personality and shall propagate the message of unity in diversity in the state. While responding to a memorandum submitted by Lumla ZPM, Lobsang Younten, the Minister assured creation of sub-centres at Mangdam, Kharteng and Bleteng villages after consultation with the Director and Commissioner of Health. 'Directions are already been given to Director Health for the state government to take over CHC Lumla and handing over of PHC Dudunghar to the NGO Karuna trust', he further informed.
Parliamentary Secretary for RWD, Jambey Tashi also emphasized on the need to strengthen the spirit of brotherhood, patriotism and national integration. Referring to the growing racial discrimination against the North-Easterners in mainland India, the local MLA called on the delegates to create awareness to curb violence and harboring of hatred against them.
Jambey also read out the message of Chief Minister Pema Khandu, wherein the CM expressed his gratitude to Bhaiji and the organisers for choosing Tawang as the venue for the camp. 'Such camps nurtures our youth force to create a strong willpower capable of shaping the country's future by shouldering the responsibility of nation building', the CM wrote.
HPDCL chairman Thungri Effo, HP Biswas, President NYP (AP) and Yuva Arunachal president, Tsetan Chombey also spoke on the occasion.

RGU conducts rural camp-cum-village adoption prog.
ITANAGAR, Oct 18: The Department of Social Work, Rajiv Gandhi University (RGU) recently conducted a week-long Rural Camp-cum-Village Adoption under Unnat Bharat Abhiyan at Lazu village in Tirap district from Sept 30 to Oct 7 last.
A total of 31 students of both the first and third semesters of the MSW (Master in Social Work) and two faculty members of the department participated in the said camp.
Rural camp is an integral component of MSW Course curriculum while village adoption is an University outreach programme under Unnat Bharat Abhiyan, a Ministry of Human Resource Development, GoI programme to uplift rural India. The objectives of the camp comprised informing, educating and empowering the rural denizens, spreading awareness about health & sanitation and imparting knowledge among rural youth on life skills.
During the week-long programme, students interacted with the villagers, particularly with the women Self Help Groups and school dropouts and had a focus group discussion with them for a participatory and inclusive intervention. The students also employed the interactive medium of cultural activities viz. dance, songs, skits and mimicry to spread awareness on themes like, drug addiction, cleanliness, school drop-outs, health and hygiene, women empowerment etc.
CM Pema Khandu receives rousing welcome
BOMDILA, Oct 18: Chief Minister Pema Khandu was given a rousing welcome as he made his maiden visit to Bhalukpong, Bomdila and Dirang route under West Kameng district after becoming the Chief Minister.
The Chief Minister, who is on route to Tawang district for a six-day visit for the upcoming Tawang festival, first arrived at Bhalukpong from Itanagar.
Addressing a public gathering, Pema said, "Bhalukpong is true mini-Arunachal and mini-India". On the occasion, he recalled former Chief Minister Gegong Apang who had first coined those words for the town.
Cultural troupes from Sajolang, Hrusso, Galo, Apatani, Nyishi, Nepali, Bihari and various other communities formed the part of the crowd who were present to welcome the Chief Minister, reflecting the cultural diversity of the town.
A similar reception was accorded to the Chief Minister at Bomdila, by local MLA Japu Deru, Deputy Commissioner Dr. Sonal Swaroop, Superintendent of Police PN Khrimey, 42 BRTF commander RS Rao and others.
Earlier, the Chief Minister was given a warm welcome by school officials and staffs of government middle school, Sessa. He stopped to meet the school children and interacted with school staffs.
Holding a meeting with top officials from West Kameng district at Bomdila Circuit House, Chief Minister advised the officials to work for people and not to maintain distance with them. "Remember we all are public servant and should be always available to them at their service," he urged and asked the officials not to leave their place of posting without due permission from additional deputy commissioner.
However, keeping in mind the threat to government officials, the CM said the government will not compromise with hooligans trying to intimidate or threaten them.
Stressing on benefits of all government flagship programmes to reach the last needy people, the Chief Minister asked the officials to work in close coordination with the local MLAs. He observed that many of the legislators were themselves unaware of the government flagships programmes, which resulted in many important schemes unused. Khandu therefore announced to conduct an interaction programme between legislators and government officials to generate awareness on government of India schemes.
The Chief Minister said since people have high expectations from the present government, he promised to prepare the best budget for the next financial year for which the government of India is willing to help. He said the budget will be self-designed where all issues of people will be addressed.
Khandu also stressed on having improved relation with neighbouring Assam to solve boundary issues and various other inter-state issues. He hoped on solving the deadlock over construction of 2000MW Lower Subansiri dam with Assam government. Upon commissioning, the dam is expected to generate huge revenue for the state.
Further he informed that the state government is working towards equipping young generation with high-end skills programme, adopting Sikkim model of achieving organic status for the state and improving tourist circuits across the state.
On the political level, the Chief Minister informed that BJP high command has assured 'free hand' to the state government with no interference from party level to run the government.
On development front, the centre has deputed Niti Aayog CEO Amitabh Kant and DONER Minister Dr. Jitendra Singh to take care of the developmental needs of the state, informed Khandu, which was the result of his recent visit to New Delhi.
Later at Dirang, Khandu visited the newly constructed Thupshung Dhargyeling Monastery at Dirang, which is expected to be more beautiful than the 400-year-old Tawang Monastery upon completion of its works and landscaping.
ITBP conducts educational tour for students
TEZU, Oct 18: Thirty students comprising 15 boys and equal numbers of girls were taken to Assam and State Capital Itanagar on an educational tour conducted by 25th Battalion ITBP, Tezu under its civic action programme from October 6 to 15.
The tour, which started from Hayuliang on October six, was formally flagged off by 25th Batallion Commandant GS Chauhan on October 8 October at Tezu camp.
The students visited several places, including Dibrugarh, Kaziranga, Guwahati and Itanagar as a part of their learning tour. They also got the opportunity to meet the governor and chief minister of Arunachal Pradesh and interact with them.
It is pertinent to mention here that this was the first ever exposure trip for these students studying in fur flung border areas.
The initiative taken by Chauhan was highly appreciated by CM Pema Khandu who also presented the Commandant with a commendation roll for his extraordinary dedication.
Khandu also acknowledge ITBP's role in providing internal security at CM bungalow and Rajbhawan and commended the Commandant for providing adequate measures since deployment.
He particularly praised the courage, spirit and enthusiasm of the troops towards their duty.
The accompanying teachers shared their experiences and applauded the man making endeavors of the batallion.
Call for promotion of Bio-diesel in the state
NAHARLAGUN, Oct, 18: The two-day workshop organized by mechanical engineering department of NERIST concluded on Tuesday with a call to disseminate the idea of production of bio-fuel among farmers and entrepreneurs in the state for improving people's economic condition as well as achieving fuel self-dependency.
Besides academic experts from various disciplines, representatives of corporate bodies associated with bio-fuel technologies such as Eastern Bio-diesel Technology, Kolkata, expert members from other NGOs
also participated in the event to sensitize the participants on various subjects of bio-fuel production.
R. Mukherjee from Eastern Bio-diesel technology from Kolkata informed that bio-diesel has tremendous industrial application apart from both personal and local consumption. To queries from participants on commercial viability of bio-diesel projects, he informed that in view of the immense potential of production of raw materials in the state, project for bio-diesel is extremely feasible for which his company can provide both technical support. He said that Eastern Bio-diesel Technology has so far helped install over 20 plants of different capacities both in India and abroad and is also willing to tie up with the state government for promotion and establishment of bio-diesel plants. He further added that setting up a bio-diesel plant with a production capacity of one thousand litres a day would cost roughly rupees thirty lakhs. In places where power supply is inadequate, the generators sets can also be run with own production of bio-diesel.
A. Banerjee from Eastern Bio-diesel Technology informed that presently bio-diesel products have tremendous demands from various sectors such as railways, chemical companies as well as other oil companies.
Speaking on cultivation and management of Jatropha carcass, Dr P.R. Gajurel, Assistant Prof of Forestry said that foot-hill areas of the state offers immense scope for cultivation of Jatropha as the soil and climatic conditions of the area is suitable for it. He, however, called for a planned approach for undertaking jatropha projects as ill-informed initiative lacking support facilities for production may discourage the farmers.
Programme coordinator, Proff Pradip Lingfa informed that a medium-sized bio-diesel plant has been established at NERIST. Most of all it can promote causes of women and Self Help Groups by facilitating economic engagement.
Later, the participants visited the bio-diesel laboratory and extraction plant set up in the NERIST campus where bio-diesel and other end products are produced with Jatropha and Nahar seeds which are locally available.
Proff Lingfa and his student team also demonstrated the various techniques of bio-diesel and glycerin production in their labs. Another striking feature of the plant is the use of their bio-diesel products for running the generator set thus helping reduce carbon emission.

ITANAGAR, Oct 18: Any health related programme is very important and everybody should whole-heartedly participate in such programmes, said Changlang Zilla Parishad Chairperson Jowkhong Singpho.
Addressing the gathering at a special campaign on mother and child health and Mission Indradhanush organized by Directorate of Field Publicity (DFP), Nampong unit at Balinong village of Changlang district recently, the ZPC said women, including ASHA workers have the responsibility to brief pregnant woman and tell about the need to consult the doctor at nearest health center for safe delivery and healthy baby.
Speaking about 'Beti Bachao Beti Padhao,' the ZPC said, "We should honour, educate and protect every girl child for betterment of our society and country as a whole.
Earlier, the resource person of the programme Dr. Tope Yomcha, DRCHO, Changlang enlightened the gathering about Mission Indradhanush, an initiative of the union government to ensure full immunization of all children against 7 vaccine preventable diseases, including Tuberculosis, Poliomyelitis, Diphtheria, Pertusis, Tetanus, Measles and Hepatitis-B.
It is the responsibility of parents to bring their child to nearest health center or to consult also with ASHAs to get them vaccinated, he said.
Speaking about Mother & Child Health, Dr. SN Singh of Kharsang PHC explained on the importance of anti natal check-up of every pregnant woman for safe delivery. He also highlighted about various methods of birth control and advised eligible couples to make at least three years gap between two children. He also encourage mothers on breastfeeding, particularly within half an hour of delivery.
The another resource person W Khilak, CDPO, Miao elaborated on Adolescent girl and Beti Bachao Beti Padhao and said that the women member of every family, particularly the mother should take proper care of their girl child during adolescent period (10 to 19 years

Photo exhibition, feedback collection were the other activities of the daylong programme.
Around 300 people, including PRI members, GBs, HGBs, Mohila Mondal, Teachers, ASHAs, Aanganwadi workers, villagers participated in the rally cum awareness programme.

Arunachal trounce Nagaland 7-4, storm into semis
ITANAGAR, Oct 18: Arunachal Pradesh trounced Nagaland 7- 4 in their last league match and entered into the semifinal of the 7th Dr. T. Ao Memorial NE Football Championship 2016.
Team Arunachal, whose semifinal berth was in balance after the team’s 0-4 lost to Sikkim in their opening match, did not disappoint the home crowds in today’s ‘do or die match” at RG stadium, Naharlagun.
The host team took the lead in 3rd minute through goal from RD Karma. Arunachal scored three more goals in 11th, 14th and 22nd minute through Gobinso Drai, Mihin Pulu, Techi Takar respectively, which left their opponent dumbstruck.
Nagaland reduced the margin to 2-4 through goal from Atoka Achumi (32nd min) and Kezevito Khruomo (37th min).
Mihim Pulu of Arunachal added one more goal in 45th minute. Arunachal was leading Nagaland 5-2 at half time.
Nagaland made desperate attempt to restore parity in the second half and scored in 69th minute through Lovoriyi Theluo (3-5).
But, Mihin Pulu, who was seen indomitable in the match, pumped in two goals in quick succession in 71st and 75th minute not only to cause more misery for their opponent but also to complete his hat-trick (7-3).
Benjamin Shohe of Nagaland scored the last goal of the match in the dying minute to make reduce the margin of defeat to 4-7.
Mihin Pulu was declared “Man of the Match” and trophy was given away by Arunachal Pradesh Football Association vice president cum working chairman (Org) Likha Tapu.
Arunachal will take on tournament favorite Manipur in the first semifinal on October 20 while Sikkim will be up against defending champion Assam on October 21 in the second semifinal.
Arunachal reign supreme at NE Karate C’ship
ITANAGAR, Oct 18: Arunachal Pradesh dominated the entire proceedings to emerge overall champion in the NESKFI North East Karate Championship, 2016 with a whopping 40 gold, 15 silver and 4 bronze medals.
The win pushed Arunachal into top rank among NE states and third in karate national ranking.
The championship, which was held in Gangtok, Sikkim from October 14 to 16, was inaugurated by Speaker of Sikkim Kedar Nath Rai and President of North East States Karate Federation of India Shihan Likha Tara.
The team was led by Sempai Rakesh Gamnu as Team Coach, Prakash Limbu (Coach), Tam Tapak (Chief Delegation) and S, Bindiarani (Team Manager).
Besides all the eight Northeastern states the championship was participated by Gorkha Territorial Autonomous (GTA) and Assam Riffles.
Meanwhile, Shihan Likha Tara, who also is president of Arunachal Karate Association President Arunachal Karate-do Association, general secretary Sensei Bulang Marik, and AKA technical director Shihan S Deben Sharma congratulated the victorious team.

Downtown FC lift Odam Ering Memorial Football Trophy
ITANAGAR, Oct 18: Downtown FC beat Doying Gumin College 3-0 to become champion of the 15th Odam Ering Memorial Football Tournament 2016 at JN College football ground Pasighat on Tuesday.
The match was evenly poised till the half time and score remained 0-0.
Downtown FC went all out in the second half and pumped in three goals scored by Thomas Ering, George Pertin and Jyotish Taye.
Kamin Darin of Doying Gumin College was declared as the Best Player of the Tournament while the award for player of the final match went to Jyotish Taye. Franklin Taki became the highest scorer while Pitor Siram of Downtown FC was adjudged Best Goalkeeper of the tournament.
The cash prizes of Rs. 60,000 with trophy to the winners and Rs.40,000 to the runners up team sponsored by MP Ninong Ering were given away by Girin Morang, Secretary, Mishing Baane Kebang.
Memo Utd, Gotu TK Darka enter quarters
AALO, Oct 18: FC DPGC Kamki on Tuesday thrashed Sipu FC to register their first win in the ongoing first Binga Ete Memorial Football Tournament, 2016, organized by the West Siang District Sports Association.
In a pool B game, FC DPGC Kamki defeated Sipu FC by 6-2 goals at Aalo general ground.
Despite the win, DPGC Kamki failed to make it to the quarterfinals.
Gumken Riram scored two goals while Tomo Doji, Jomi Doji, Eto Bormo and Migo Doji scored a goal apiece.
Dagyom Lomi and Minjom Nyorak scored for Sipu FC.
It had lost its earlier league matches against Gotu TK Darka by 2-1 and Memo United FC by 3-0.
Earlier, Memo United FC continued their winning run in the tournament when they beat Gotu TK Darka by 3-2 in a thrilling pool B match on Tuesday.
Karnya Doji scored two goals while Kendo Doji added another for Memo United.
For Gotu TK Darka, Lisu Nima scored both the goals.
With this win, Memo United FC became the pool B topper, followed by Gotu TK Darka.
On Wednesday, Darka FC will take on Ngomdir PH FC in a pool D game, while Kugi Ao FC will take on Kabu FC in a pool A game in the second match of the day.
Road to remain closed

Payment of compensation to TAH affected people
ANINI, Oct 18: The process for payment of compensation to highway affected people of Dibang Valley District has started on Tuesday with Deputy Commissioner Tamune Miso handing over the first cheque bearing Rs. 51,71,130 to one Bike Linggi of new Endolin village.
A total of Rs. 14,29,49,296 were awarded as compensation for highway affected people of the district, the DC informed in a release.
Shop gutted
AALO, Oct 18: Few shops in New Market here were gutted in a fire accident that broke out in the wee hours on Tuesday.
However, fire tenders were rushed to the spot, which doused the fire from further spreading.

Officials visit defunct hydro station

ITANAGAR, Oct 18: A joint team of govt officials and villagers headed by SE T Yudik along with ZPM Gusar Circle Puto Bui and villagers inspected a mini hydro power station at Bui, Upper Subansiri district which has been lying defunct for the last five years on Monday.
ZPM Gusar Circle Puto Bui said that project was sanctioned during 2010 and commissioned a year after but due to frequent occurrence of natural calamity in the area, the project was damaged even before it could be restarted.
Meantime, he said that the concern department has not given much attention towards the restoration of the power station.
He appealed the concern department to immediately provide fund for maintenance and restoration.
AAPLU submits memo to CM
ITANAGAR, Oct 18: The All Arunachal Pradesh Labour Union (AAPLU) has requested for conduct of Public Darbar every Friday and Saturday.
In its representation to the chief minister, it also demanded for not granting APST status to children born to APST women and non-APST men and allotment of land for construction of private labour stand at Nirjuli, Naharlagun, Ganga/Itanagar and Gohpur Tinali under Capital Complex.
Training on large cardamom
ITANAGAR, Oct 18: Altogether 10 farmers' club participated in a large cardamom training programme at Darak in West Siang district recently organized by Young Mission Adventure Club (YMAC).
Field officer, Spices Board of India Aalo unit J Marak imparted the training. She explained in detail about the cultivation system, climate condition, pest diseases and types of cardamom.
The training programme was sponsored by NABARD, regional office, Itanagar.
Committee formed
ITANAGAR, Oct 18: Deputy Speaker Alo Libang has been appointed as the chairman of the Budget Committee in Arunachal Pradesh Legislative Assembly; this was informed in a press release issued by secretary APLA.

Routine checkup for domestic animals
ITANAGAR, Oct 18: A team of veterinary officers and field staffs have been constituted for routine vaccination programme against Foot and Mouth Disease, swine fever and Entrotoxiaemia in and around Capital Complex. The programme will begin from October 19 at Yupia,I,II,III general ground, Nyorch/Tarajuli on October 20, Borum, Sod Village general ground on October 21, Ppau-I,II and Pachin village on October 22 and Damsite, all sectors in Naharlagun, Model and Lekhi village on October 24.
Earthquake mock drill
Yupia, Oct 18: Awareness cum mock drill programme on earthquake preparedness and rescue operation was conducted at VKV Sher and Middle School Hawa Camp under Kimin sub-division on Tuesday by the District Disaster Management Authority (DDMA), Papumpare, Yupia in collaboration with the 12th Bn NDRF, Doimukh.
The 12th Bn NDRF led by Sub Inspector Indra Singh conducted the mock drill programme on disaster preparedness matter during earthquake and other emergencies.
Circle Officer Kakoi, Tana Bapu was also present during the programme and advised the students to take benefits of awareness programme to know about the Do's and Dont's of disaster preparedness.
Earlier, DDMO Papum Pare, Preetha Menon who is leading the team for conducting such awareness in various locations in the district advised the students to make themselves well acquainted with the Do's and Don't's on earthquake and other natural calamities and gave tips on earth quake 'Drop Cover Hold' for the students. World Food Day observed
ITANAGAR, Oct 18: World Food Day was observed at Yingkiong by the department of Agriculture here on Oct 16 last.
During a programme themed 'Climate is changing and agriculture must too' and hunger free world day 2030,' organized on the occasion, ADO, Ameng Nangkar briefed on the importance of World Food Day celebration in the context of conservation of natural resources amid climate change while, DDA, A Doso emphasized on crop production by adoption of new technologies.
ZPM, Bading Teng further suggested the department to introduce and adopt new and latest available technologies in agriculture for sustainable growth.
ASC Api Kombo also spoke on the occasion.

Tana Komo passes away
ITANAGAR, Oct 18: The Gram Panchayat member (GPM) of Kheel-1 under Kheel Gram Panchayat of Toru Anchal Samiti, Tana Kamo Tara passed away on Tuesday after a brief illness. Circle Officer Toru Khoda Bath and all PRI members of Toru Anchal Samiti have conveyed their condolences to the bereaved family.
The Central Nyedar Namlo (CNN) and Nyedar Namlo unit of Doimukh deeply mourned the untimely demise of one of their senior members Tana Kamo of Kheel village under Toru Circle of Papum Pare district.
Kamo, aged about 50 years, left behind 2 wives, 6 sons and a daughter.
He was one of the senior founder members of Nyedar Namlo Kheel and two times Gram Panchayat Member of Kheel village.
The CNN president on behalf of the Namlo family conveyed heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul.

A strong economy is the ultimate response
Dear Editor,
The political elites, media and the public have been excited about recent Indo-
We should think about it in terms of human relationship. A rich friend likes helping
his/her poor friend and feels good that he/she is doing a good job. But slowly when
that poor friend seems to be getting richer and more successful than that of old
rich friend; then he/she is no more so happy to help his so called poor friend. He/she
may even see that poor guy to be his competitor in the long run. In spite of the
optimism in the nation, that Russia has been brought back to older Indian friendship
ties, this is just a myth. Even before India started building stronger relationship
with the US and NATO nations; Russia did not serve as close and trusted old friends
in the UN at several occasions. We have to accept that this Russia is not Soviet
Union; and India is also not that nation of half starved, poor people completely
dependent on Russian aids. India’s misfortune is that she borders two most atrocious,
belligerent and destructive nations of the world-
Off course, diplomacy is important tool and India must find a happy balance in choosing
global support. Contrary to what the popular media suggest, I see India taking the
right approach in realigning her according to the need of the time. If Russia has
no strong voice and ability to walk side by side India, the country has every right
to find and choose new partners. Truly speaking, whenever there is trouble along
the borders, India has no strong international support. Every country has their own
vested interest and helping/supporting India is not a major agenda for most of them.
In spite of these geopolitical; limitations, India has done her best to make a spot
carved out for her in the international arena. India has to find strength in herself
and her people. I worry India’s biggest problem is not China or Pakistan or other
foreign agents/insurgents; but belligerent people/communities/political forces living
within India, working within her system and covertly acting against the interest
of the common people as well as that of the nation. That is a more serious challenge
for India to handle than the China-
The real war that India needs to fight is to keep strengthening her economy. This
is the ONLY and the ONLY way to fight her way to the top order of the world. It is
quite unfortunate but true that across the planet, only the voice of rich and the
influential is heard. India is now given more importance at the global level than
she used to get 10 years back. This is the way to build the profile of a nation being
dedicated, sincere, mobilized, motivated and focused in economically empowering India
and her people for a better future. All the major powers will turn to India not for
her plight, as no one cares for India’s pain; but they all care for their own pockets.
The stronger and bigger the Indian economy is better will be India’s global profile
and the support the nation needs to establish herself at the global level. India

Protect govt land
Dear Editor,
Through your esteem daily, we would like to appreciate the much needed cement concrete widening works in Ziro township area. But it is found that in layout for the purpose, the private unauthorized encroachments are protected and instead government land is further sacrificed to get the required width.
In the medical colony, the General hospital boundary which was constructed as per the ROW in recent years is planned to be dismantled. A General hospital need more space but it is ridicules that the Govt. is planning to give away the land from hospital boundary instead.
We can’t understand why public property should be sacrificed for few encroachers. The government voice against land encroachments but such reports expose the hollowness of their effort if they do not evict the unauthorized roadside encroachment along the ROW. It is highly unlikely that they will stop ongoing encroachment of government land and property. Such weakness will encourage more people to encroach government land and property. It is high time people, govt and unions ponder for our better tomorrow and protect our school and hospital boundaries.
